The 4th annual Statewide Neighborhood Conference was scheduled for September 26-27, 2003 at the Hampton Holiday Inn & Conference Center located in Hampton, Virginia.
Over 352 people registered for the conference with the majority coming from the state of Virginia and some from the states of North Carolina and Maryland. Due to the devastating effects of Hurricane Isabel in the Hampton Roads region a decision was made to cancel the 4th annual Statewide Conference in Hampton, Virginia.
